Is it the equipment or the car not working? Around these parts they just plug an OBD2 in, (the OBD2 is doubtfully plugged into anything on the other end,) and charge me $20.

It's the station testing equipment. 2000-and-newer vehicles use completely different hardware than 1999-and-older vehicles. I think the year was probably arbitrary, since the "2000 and newer" system connects to the car via OBD-II, which is present in both my 1996 Corvette and my 1999 996 (OBD-II became mandatory in '96).
Anyway, the "old" system requires a different testing computer/sniffer system and the use of a dynamometer (the 996 exempts out of the dyno test since the VIN says it's a Carrera 4). Some part of the 1999-and-older system is always busted, it seems...

Horsepower: How hard you will hit the wall.
Torque: How far you will move the wall.

I hear that a lot from CA people. I completely agree. I think CARB/Sacramento figure if they just make it hard enough to register them, people will just give up. I haven't just given up, but it's turned into a royal pain in the ass every other year - and this is WITH a smog-legal vehicle that is ready for emissions testing!
