Ok fair enough. My point is there has got to be somebody coordinating the staging of these waiting ships and that group should know where all this stuff is strung across the ocean floor. One would think this coordinating group would say "don't park and drop anchor here because there are pipelines, communication lines, sanitary lines, etc in this area."

This is between the Cali coast and Santa Catalina island for Christ sakes. There has got to be a a crap ton of stuff strung across there. Have they just been lucky or what?

They use the anchor to hold themselves in place rather than having to have someone constantly adjust the engines. Lessens the fuel cost and the stress on the engines and crew.

As far as knowing they snagged something, that's kinda the point. Otherwise the boat will just drag it along the bottom.

As far as knowing where the pipe is, dunno. There is a lot of info like that which isn't shared, so it's possible that the ships had no idea.

I have worked on cargo ships. Not everyone on a cargo ship gives a damn about what is happening. Dragging anchors over pipelines is actually more common than you would think. It is very unusual for a cargo ship to anchor, most captains probably have never anchored because the ships are programmed from port to port for max efficiency.
Most of the officers on these cargo ships are Eastern European and most of the ratings are from Southeast Asia. English is not their primary language. There is a requirement to speak a minimum amount of English for officers, not for ratings. The hours are long and the pay is shite. It's easy to miss the symbols for pipelines on the charts, or just not to care.

Environmental watchdog group SkyTruth said satellite imagery from Oct. 1, the day before the spill was reported, shows cargo ships anchored near the area where the pipeline runs, according to government maps. The closest, however, was about 450 meters away from the pipeline, SkyTruth President John Amos said.

450 meters sounds like a lot, but some of those container ships are >350M long...

The latest stuff I'm reading indicates that the holed part of the pipeline was dragged over 100 feet from where it was supposed to be.

Somebody fucked up.

Anchors also aren't straight down from where you see the ship. Depending on the wind and current there can be a lot of line in the water. So depending on the depth and the conditions, 450m is plausible.
